  • MARCH 8, 1979/THE WESTERN CAROLINIAN/PAGE 7 Legislators want terms lengthened Amendment proposes a 4-year term by WILLIAM M.WELCH Associated Press Writer Backers of a proposed constitutional amendment giving legislators term* lasting four years instead of two will try again today to bring the controversial measure before the Senate for a final vote. The ammendment won tentative Senate approval Tuesday, but supporters asked for a delay in final action Wednesday to avoid a move by opponents to send the measure to the Appropriations Committee, where they hope to delay or kill it. Opponents, led by Sen. Billy Mills. D-Onslow. produced statements from state Elections Board Director Alex Brock and the legislation's fiscal research staff Wednesday showing the statewide vote on the constitutional amendment would cost at least $12,000 even if held with the 1980 general election. In addition to a battle over sending the bill back to committee, supporters of the longer-term proposal also faced erosion in their own ranks Wednesday. Two Republican senators. Bill Redman, R-lredell. and (ass Ballanger. R Catawba, voted for the amendment Tuesday but said they had since decided the measure would damage GOP efforts to gain strength in the legislature. "I got to thinking, why did I do it?" said Redman. "I believe its selfish. I believe I'd be less responsive to the people if I only ran every four years. And 1 don't want that." The bill won tentative approval on a 31-15 vote, just two votes more than the three-fifths needed for a constitutional amendment. But at least three other senators who tailed to vote 1 uesdav said ihev intended to vole lor the amendment if it reaches final Senate- action. Senators Henson Barms. D-Wayne, and Robert Davis. D-Rowan, the proposal's sponsors, said thev were confident the amendment still had enough votes to char the Senate, if they could get it to a vote. Even if it clears the Senate, the measure faces an uphill battle in the House, where 72 votes are needed in the 120 member chamber. House Speaker Carl Stewart, D-Gastonia, has said he opposed the amendment. "The General Assembly might support it, but the voters don't," Stewart said in a speech last month.
