Previously, the Election Commission could prosecute violators itself, a power which was ruled unconstitutional by Supreme Court Justice Bobby Dillard last spring. The resolution provides for hearings to be initiated by the Commission if a candidate for office is suspected of not meeting proper qualifications, and for the Commission to regulate campaign practices. Music heritage Bluegrass to folk to old-timey to gospel The Senate is also condidering a resolution which would check the power of the SGA president and vice president to make appointments of SGA officials without senate approval. The resolution proposes an amendment to the SGA constitution and, if accepted, will be put before the student body in a referendum in the regular elections on Tuesday, September 20. (More about this resolution appears in this issue of the Western Carolinian). In other senate proceedings, the University Services Committee is sponsoring a resolution which would recommend that the Office of Traffic and Security expand its nighttime patrol of the WCU campus to include two foot-patrol officers in addition to the two already in patrol cars. The two foot-policemen would concentrate their efforts in the area surrounding the women's residence halls from late at night until daylight. The senate also heard the written resignation of Senator Anthony E. Brown. Jr.. who resigned due to his involvement in other university programs which prevent him from adequately serving the Senate. A final resolution was introduced by Senator David Tedrow which would change the position of editor of the student handbook from an appointed position to a stipended, elected one. If accepted, this resolution will also appear before the voting student body Tuesday since it will require constitutional revision. Music was important in the lives of the early settlers, and music will play an important part in Mountain Heritage Day. to held September 24 at WCU. In fact, the celebration of Mountain Heritage Day will be filled with all kinds of music—bluegrass, shaped-note singing, fold music, old-timey music, and gospel. There'll be plenty of music for dancing, too. Marc Pruett and his New Day Country Band will be on hand from noon until 4 p.m.. playing music for both dancing and listening. Pruett. a WCU graduate, has become something of a Western tradition. His group has performed at Mountain Heretage Day every year since its beginnings in 1975. Individual musicians and groups have been invited to come by during the day to perform. A string band made up of WCU students will play from 10 a.m. until noon, and a string group led by Harry Cagle of Sylva is expected to make an appearance. Dulcimer players are invited to join in a playing session at 9 a.m. in the booth area around WCU's Carol Grotnes Belk Building. Clogging exhibitions and open square dancing for the public will be a nearly continuous activity. Among the clogging teams expected to perform are the Blue Ridge Cloggers. the Scotts Creek Cloggers, the Alarka Cloggers, Mark Williams and his Carolina Cloggers from Robbinsville. and Bill Nichols and his family from Walhalla. S.C. Mike Nichols directs the Blue Ridge Cloggers, who are sponsored by Lavcrne Hawkins. Their lead couple are Todd Dillard and Bobbie Dunbar. The Scotts Creek Cloggers are directed by Ken Cabe.
