  • HAUL 4/ I Hfc WESTERN CAROLINIAN/THURSDAY, SEPTEMBER 1, 1977 Stillion, Benson: Handicapped have a voice Dr. Glenn Stillion, vice-chancellor for student development, has been designated as compliance officer of Section 504 of the Rehabilitation Act of 1973. by Dr. H. F. Robinson, WCU Chancellor. Dr. Stillion also serves as affirmative action officer and Title IX compliance officer at WCU, and coordinates the university's efforts to comply with HEW federal guidelines. Also announced was the appointment of Ms. June Benson, associate professor of health, physical education, and recreation, as study director of the university's self-evaluation for the new handicap law. Ms. Benson is currently serving in the same capacity for the university's Title IX self-evaluation. The appointments and the initiation of a university- wide study is to ensure the absence of discrimination against handicapped students, employes, amf applicants in compliance with Section 504 of the Rehabilitation Act of 1973, Dr. Robinson said. Section 504 provides that "no otherwise qualified handicapped individual...shall solely by reason of his handicap be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial The Department of Health, Education and Welfare (HEW) earlier this year issued rules and regulations, effective June 3, 1977, to implement the section. However, institutions are required to conduct a year-long self-study to evaluate (with the assistance of handicapped persons, organizations representing handicapped persons, and interested persons) their current policies and practices and to modify those procedures that do not meet the requirements of the guidelines. "Handicapped persons" means any person who has a physical or mental impairment which substantially limits one or more major life activities, has a record of such an impairment, or is regarded as having such an impairment,'' under terms of the law. Ms. Benson said that the initial focus of the study is to identify students and employes who are "handicapped." The second step is to assess what special services or changes may be necessary to accommodate their particular handicaps. Physical accessibility, including both access to buildings and other settings in which activities occur, and content access which includes studying, working, playing and living which takes place in physical spaces, is required under the law so that handicapped people may participate fully in programs and activities. All barriers to physical access to classes, dormitories, student services, and extra-curricular activities must be removed immediately except those that require "structural changes," Dr. Robinson said. Many of the physical barriers on the WCU campus were removed several years ago under the Office of Safety and Health Administration requirements. The requirement not to discriminate against handicapped persons in education programs and activities extends to employment at WCU and to admission to its programs. Dr. Stillion said. 'Good Times' cards worth the good time After paying what seemed like a small fortune in fees at the beginning of the semester, residence hall students were asked to cough up a final $3 for a Good Times card by the hall staff members. Some students, already accustomed to writing check after check for University expenses, probably just automatically paid the three bucks without any further thought, while others may have demanded an explanation of the fee. Still others, when informed that it is an optional program, simply didn't go any further than refusing to purchase the card. In the first few days of school, little definite information was available about what would be accomplished by the Good Times program this year, but details have now been worked out and a worthwhile program is the result. Although the initial cost of the Good Times card will remain at $3, the program may be expanded further during the year. So far, many area merchants have cooperated by offering substantial discounts to Good Times cardholders. The Starlite Disco in Waynesville is offering a Good Times night on Tuesdays by allowing cardholders to get in free (with Starlite membership). On those Tuesdays when there is a band, the usual cost of $3 is reduced to $1.50, again plus membership, for Good Times cardholders. On Wednesday nights the Good Times card is worth 50 cents off any size pizza or 25 cents off submarine sandwiches at Speedy's Pizza, if purchased at the store. The Ritz theater is offering a 50-cent discount off the admission price of movies any night, and Bel Harbor Restaurant is offering a 10 per cent discount on a seafood dinner, also on any night. Your Good Times card can also help you get into the great outdoors if you wish. Many students will take advantage of the 10 per cent discount at the Cullowhee Wilderness Outfitter, good on rentals of hiking and canoeing equipment. Speedwell General Store offers a 10 per cent reduction in price on all hunting and fishing equipment and ammunition to cardholders as well. Massie's Greenhouse is also offering a 10 per cent discount on all purchases. In addition to discounts offered by local merchants, the Good Times program is also active on campus as well. During the year, discos will be offered to students with substantial discounts for cardholders. The Good Times movie program (which is not in any way affiliated with the University Center film series) also offers top rated movies free to cardholders, and 75 cents to $1 for all others. Movies are selected and presented for use by residence area in dorm lobbies, or for campus-wide use at Forsyth auditorium. Later, Good Times tournaments will be organized in pool, and other games, and picnics will also be enjoyed by cardholders. The Good Times cards are only offered to WCU students who live in residence halls, and all cardholders are encouraged to take advantage of the services offered by the program. The more use the cards receive, the ' greater the benefit realized by all involved.
