  • The^stern Carolinian TUESDAY, MARCH 29, 1977 I. XLII, No. 44 CULLOWHEE, N.C. Students blast state tuition hike plan by RAY CONEYS Staff Writer The North Carolina Association of Student Governments (NCASG) has presented a resolution to the North Carolina General Assembly to show its opposition to the proposed increase in state- supported university tuitions for the purpose of funding private schools, SGA President Walt Teague said Monday. Teague said that the NCASG met last Friday after a meeting with UNC PresidentBill Friday. The resolution states that UNC students "do not concur with the extent of the philosophy whereby the state allocates money to private institutions." SGA filing deadline today The deadline for filing for the offices of SGA president and vice-president is 6 p.m. today. As of Monday night, two people have filed for president, Patrick Murphy and Nancy Hope, and two have filed for vice-president, Gary Brown and Al Lagano. A forum for the candidates has been postponed from tonight until Wednesday night at 8 p.m. in the Catamount room of the UC. All students are urged to attend the forum which will kick off the week-long campaign until election day next Tuesday. Four persons had filed for the office of President, . but SGA Comptroller Joe Planz and KA fraternity president Dunkin Fitzsimmons have both withdrawn from the race, leaving only Sen. Hope and SGA vice-presidential Assistant Patrick Murphy in the running. All persons interested in running for the following offices should file from April 5 to April 19: editor, business manager of the Western Carolinian; station manager of WWCU; president, vice-president of the University Center Board; senator-at-large, commuter senator; editor, business manager of the Catamount. The announcement of the filing dates was made by SGA Vice- president Joe Yelton, who said that elections for these offices will be April 26, and that if any run-offs are necessary, they will be May 3. The plan calls for increasing state funds to North Carolina private universities and colleges $100 per student per year over the current $400 per student until the state is paying $1,000 per student. Teague said President Friday is in favor of increasing funds to private schools but is opposed to the tuition increases. The UNC Board of Governors and the Governors Budget Advisory Commission have both approved the plan and now it is before the General Assembly. Teague said that a bill recently proposed in the General Assembly to create a commission to study and evaluate the tuition grant program is "probably the first step toward approval" of the tuition increases in the General Assembly. The bill states that the commission will be designed to "investigate the true cost of tuition," and to "consider methods for direct State grants to North Carolina students in public and private institutions." Teague said that another reason why he is opposed is because there is no system of accountability for state appropriated money to private institutions. The resolution drawn up last Friday was very similar to one that the WCU Senate passed in November in opposition to the tuition increases, which also resolved that the General Assembly "take into consideration and consultation the sentiments of the students of the University of North Carolina System regarding their action on this proposal." a vsm Grad conducts course Will Maclntyre, a WCU graduate and former staff photographer for the "Catamount," is giving a demonstration along with Jim Strictland of the Raleigh News and Observer, as part of a two-day photo-journalism shortcourse. Stokes Gateweed, Drew Clark, and Jim Horn made the trip to Chowan College, in Murfreesboro, N.C. this past weekend. [Photo by Drew Clark]. Local businessman to cash in on beer loophole by CEEJAY CARPENTER Staff Writer "We don't yet have a brown-bagging license at this point—we're just making applications," says Larry Hardin, WCU student and co-owner of the Sylva Disco. "But there is a loophole—it is not illegal for anyone over eighteen to bring his own 'malted beverage'—beer. And tonight will be the first opportunity for patrons of the disco to take advantage of that loophole—and of live music. "From the musician's point of view," puts in Donny Morton, local sax player (who later adds a "thank-you to Cullowhee for helping me get my sax back") "this is the only place to play in Jackson County. I've never been around a college town before where there's no live music." As of now, every Tuesday night Hardin and his partner, Bridge Sound Company manager Allan Grant, open the disco to local musicians. Hardin and Grant "split the dough with the musicians, right down the middle," says Hardin. "We know there are more musicians around, and we really want to hear from them," he continues. "In fact, we'd eventually like to establish a house band, and if there's enough response, we're planning to move our live music from Tuesday night to the weekends." "I've been with one circle of other musicians," puts in Morton, "but since the disco opened, I've really been able to expand." "This isn't just for Sylva people," stresses Hardin. "We'd've put the disco in Cullowhee if we could've and no one under eighteen is admitted on Tuesday nights." "The Tuesday night feeling is incredible," adds Tina Hardin, Larry's wife. "The people are mellow, and they're there for really good music, not a lot of heavy metal boogie. There's nothing uptight— people come in with smiles and go out with smiles." The disco has even more to offer: any special group can arrange for exclusive use of the disco/ gameroom on almost any given night simply by negotiating with the owner. "We're open to anything," says Hardin. Any musicians—and "We'd like some lady musicians, too," according to Ms. Hardin— interested are encouraged to call the Bridge Sound Company here in Cullowhee to talk to either Hardin or Grant. "Come on down Tuesday night," says Ms. Hardin. "It's a happy, happy feeling."
