S. should abandon white South Africa to carry out New Third World policy by GARY RICHARDSON Within the realm of a new world economic order which would prevent erratic fluctuations in the prices of Third World exports, we can begin to put stricter controls on U.S. multinational corporations, especially those which operate in the Republic of South Africa, lhe U.S. embassy there should serve as an intermediary between U.S. overseas concerns and the host government. Ihe subsequent negotiations should plan a gradual phase-out of our business concerns with provisions allowing a fair return from our investments and the training of host country nationals to replace the American personnel. Ihe end result of this alteration in our policy will be the development of more resources because nations will be more likely to deal with U.S. firms. U.S. MULTINATIONAL CORPORATIONS operating in South Africa should be urged to cxiri- cate themselves. If they decide lo remain, ihe IS should rescind their overseas tax credits. At this lime, there are about one hundred U.S. corpora- lions operating in South Africa. Ibis economic support of lhe Vorster regime would certainly be viewed as incongruent with any new approach to Africa. Also, in regard lo South Africa the U.S. should give economic aid to anv country which enacts a trade embargo against South Africa similar to the policy now in operation in respect to Rhodesia. A firmer commitment must be established with the liberation groups which are now fighting for majority rule in Zimbawbwe and Namibia. I liis could be accomplished by appropriating money to the Organization of African Unity to be divided evenly among the various liberation groups. It is extreme!) important that wc refrain from becoming aligned with anv one faction even if the Russians arc involved in the struggle. If the USSR is alone on the stage Africa will soon perceive that thev arc acting contrary lo their interests. However, once the U.S. involves itself directly, the conflict becomes ideological and Africa is forced to take sides. II IHE CARTER ADMINISTRATION revises its approach to the third World and Africa there arc two points to be remembered. First, the U.S. should not expect miraculous results overnight. There are many wrongs to be undone, the greatest of which lies in our failure to see the world as it is rather than through our ethnocentric eyes.
