Page 2 THE WESTERN CAROLINIA TUESDAY February 4, 1975 Turning Screws Western Carolina University's administration has always fought dirty, and now they've apparently decided to turn the screws on us. Our associate editor, Sager Williams, was told last week that his in-state status had been revoked, and he would have to pay the exceedingly high out-of-state rates. On the heels of that action, the faculty- administration senate has formed a committee to set up a publications board to control this newspaper and the other publications on campus. Both incidents have rather interesting aspects. Williams has been a North Carolina resident for the past three years, paid in-state rates here for the past five quarters, is a registered voter of Jackson County, and has written several embarrassing articles about some high-ranking administrators. Suddenly he has Lee Starnes, assistant admissions director, talking publicly about William's supposedly private file - - one that Starnes wasn't supposed to have access to. Later he gets a letter stating that a closet committee had decided he was no longer from North Carolina. Then following some critical editorials about Chancellor Robinson, the publications committee issue reared its ugly head. In two of the past three years the board was discussed and booted out by students and most faculty-administration types- save for a few. Now those few are heading and controlling the committee. Robinson seems intent on running his administration behind closed blinds and drawn curtains. Thursday a candidate for vice chancellor for academic affairs will be on campus. But the man goes nameless since Robinson told his faculty advisory committee "nothing leaves this room." (He isn't consulting students about the selection.) We will never bow to a publications board, and if it is formed it will be ignored. And we will go to all lengths to protect our writers and the students of this university.—Dwight A. Sparks. A few explanations of ERA by Camille Roy The Equal Rights Amendment is a controversial issue in politics today. Yet some people seem to know too little about it, or misunderstand what the ERA really is. What does the ERA say? "Section 1: Equality of rights under the law shall not be denied or abridged by the United States or by any state on account of sex. Section 2: The Congress shall have power to enforce, by appropriate legislation, the provisions of this article." In essence, the amendment provides that sex should not be a factor in determining legal rights of either sex. ERA will affect only governmental action; the private relationships of men and women are unaffected. Equal treatment of individuals under the law will be required. Opponents of the ERA claim that the amendment will take away labor laws that are designed to protect women.But, laws based on the premise that women, and no men, need special protection generally do not accomplish their purpose. Not only do they fail to pro vide protection where it is most needed, these laws often restrict employment. In criminal law, the ERA will prevent a state from giving different punishments to men and women convicted of the same crime. Rape and other sex offences will remain crimes. ERA will expand laws that punish rapists by defining sexual assault on males as rape; thus protecting males equally with women. The Western Carolinian is Western Carolina University's student-run newspaper. The paper was published as the Cullowhee Yodel from 1924 to 1931 before changing its name to The Western Carolinian in 1933.
