FROM Page 1 completed, level of achievement (grades, standardized achievement test scores), attendance data, scores on standardized intelligence, aptitude, and psychological tests, interest inventory results, health data, family background information, teacher or counselor ratings and observations, and verified reports of serious or recurrent behavior patterns." The amendment would not allow parents of post-high school students to have access to any of this information. Such ao cess would be limited to the students themselves. Officials of colleges and universities had to submit to Congress by Oct. 21 their time- table for putting the new law into practice, including the date by which they expect to be able to publish proposed regulations for public comment. Administrators feel the bill contains several ambiguities including: —Which records are included in the right of access provisions? Does this refer to psychiatric records and parent financial statements? —Does the law apply to former students as well as current students? —What records can a student challenge in his file? Because of these unanswered problemss educators say failure to postpone the bill's enforcement may create chaos for school administrators. The Office of Education which is in charge of issuing regulations says that guidelines won't be established before next spring. Prof runs for office .... FROM Page 2 man intends to stop the rise of governmental interference in the lives of individuals. He believes in the concept of individual liberty and sees great dangers confronting it which must be challenged. But first he must confront a challenge almost as difficult, to unseat an incumbent who has a well-established organization backing him up, and plenty of money in order to win votes. Gilman has offerred to debate the issues with Taylor, but Taylor has refused. Gilman has met with the League of Women voters and several other organizations involved in the campaign, but Taylor has avoided his opponent at every opportunity. What is Taylor's greatest failing in serving the public? According to Gilman, "He has no perspective. He votes for attractive-looking proposals that directly increase the inflation that is ruining everyone whose existence depends on a budget. Taylor is part of the leadership is Congress that is responsible for the unbelievable rise in government spending." Gilman had to rush off to Hendersonville yesterday; the campaign is still on, he told me, and there's still a lot of work to be done. He seemed enthusiastic about doing that work, too. Before we parted, I threw one more question at him, what would he do first if he should win? "Spend some time with my family—and catch up on some sleep." Then he left. A spokesman for Senator Buckley admitted that "there have been one or two legitimate questions raise<L..about oversights in the amendment;" but he criticized attempts to "delay" implementation of the law as "unreasonable, unjustified."
