Love, Dalton, named as Cats of the week, p. 6. VOICE OF THE STUDENTS VOL. XXXIV NO. 10 Thursday, October 24, 1968 CULLOWHEE, N.C. $54,835 Appropriations Announced Bloodmobile To Be Here On Monday And Tuesday The American Red Cross Bloodmobile will be on campus Monday and Tuesday, Oct, 28 and 29, from 12:00 noon until 6:00 pm each day. This is being sponsored by Alpha Phi Omega National Service Fraternity with the assistance of Alpha Xi Delta Sorority, The success of the Bloodmobile drives at Western Carolina have steadily increased since Alpha Phi Omega took over the sponsorship in 1965, The goal this year is six hundred pints. Students under 21 must have signed permission slips from parents or guardians to be eligible to donate. These slips wiU be distributed in toe dorms along with pledge cards for donating. They may also be secured at the Health and Safety Office in Joyner for Day Students and others who do not receive them. The Ritz Theater of Sylva has donated five hundred free movie passes which will be given to the first five hundred persons who donate blood. As in the past, Greek organizations will be competing for trophies based on the number of pints given on a percentage basis. First time donors are especially encouraged to begin working towards the Gallon Club, Anyone who has given eight pints is entitled to lifetime coverage is blood Is needed for himself or Immediate family without request of replacement. Also, each individual donating blood receives a credit card entitling the donor and immediate family to receive blood in participating hospitals in any quantity witout obligation to replace the blood. This privilege for those not yet in the Gallon Club, extends until twelve months from the date of the donation, Dr, Alex S. Pow, President of the University, will be giving the first pint of blood credited to the drive at WCU. There is an urgent need for twelve pints of AB-Positive blood to be given durlngthe first hour on Monday, Persons with this blood type are asked to respond to this special need, The Appropriation Committee, which met Wednesday, October 23, has announced the student appropriations for the 68=69 school year. The formula for arriving at the total available funds is derived from average number of full time students (3500) times the student activity fee($26 per quarter). This total amounts to $273,000.00 . From this amount is subtracted the fee that each student pays to support the athletic program. The student body voted to increase this fee by five dollars, which totals $11,00 per quarter per student. This athletic fee amounts to $115,500, The next item subtracted from total figure is the $5,00 per quarter fee that supports the Programs Committee, which totals $52,500, The third fee subtracted is a gymnasium fee of $2,00 per quarter per student, which amounts to $21,000. Afee of $3.00 perstudent for the support of the Alumni Association, totaling $10,500, This amount provides for four full scholarships and the publishing cost of the Alumni News Letter. Also subtracted from the original amount is the cost of maintaining and replacement of the station wagon that is used by the student organizations, wttich amounts to $7,000. The total of these subtractions amounts to $206,800, which leaves $66,500 in available funds. The difference between the available funds and the funds appropriated is $11,665. Out of this amount is subtracted the cost of publishing the Student Handbook, the cost of freshman orientation, Pro-Session Conference Cost, and Homecoming. Stoessinger To Speak On International Tonight In Grand Ballroom Dr. John G. Stoessinger, director of the Political Affairs Division of the United Nations, will speak at Western Caroline University at 8 pm tonight The appearance of the high UN official will be in observance of United Nations Day on the university campus. Stoessinger is being sponsored here by the University Programs Committee and the Middle South Model United Nations, which will hold its 1969 General Assembly at WCU March 26-30, Stoessinger is an executive officer of the Ph, D. Program of the City University of New York. He is professor of political science on the Hunter College faculty of the university. A World War II refugee from Nazi-occupied Austria, he fled into Czechoslovakia, and then into China, where he joined the International Refugee Organization in Shanghai. These expenses amount to approximately $8,000, which is an incomplete total due to the fact that exact costs of these items is not yet known, According to Charles Sutton, President of the Student Body, it was the feeling of the Appropriation Committee that the monies appropriated by the committee should be in the best interest of the total student body, Almost all of the clubs and organizations requested money for travel expenses of members to conferences, club socials, and personal equipment for club members, ' 'The Appropriation Committee felt that these types of requests should not be borne by the whole student body," Sutton stated, Sutton further stated, "I ' imngine that people will be wondering why such a cut in the Band's and Chorus' requests. According to the itemized request sheets, these organizations primarily wanted money DR. JOHN G. STOESSINGER In the United States, Stoessinger did undergraduate work at Grinnell College from which he received his bachelor's degree. He earned his Ph. D. degree at Harvard University where he later taught. Stoessinger also has taught at Wei- lesley College and the Massachusetts Institute of Technology, and was visiting professor of international relations at Columbia University for six years. Attention Fresh men There will be a Freshman Class meeting on Oct 29 at 7:00 p,m„ in the Grand Room of the University Center, At this meeting campaign speeches (2 min, each) will be heard, after which the election will be held. for recruitment and public re- lations(that is, visiting North Carolina high schools to perform). We believe that recruitment and public relations are important, but we did not believe the Students' Activity Fee should pay for these items. This money should come from the public relations fund and departmental funds. Another organization that was cut heavily was the University Radio Services. We felt that we could not appropriate student money to an organization in which the students have no active voice, in the election of its manager. This organization is also to become a part of the Audio-Visual Department The $850 received by the J, Society for the Advancement of Management is to go only for the Business Placement Office. For the organizations that requested money, for speakers, CONTINUED Page 3 ..... , Following is the simplified formula for derivation of available funds and a list of requests and appropriations. 3500 x $78 $273,000 Les s: Athletic s(3500x$33) $115,500 Lyceum(3500x$15) 52,500 Gym Fees(3500x$6) 21,000 Alumnl(3500x$3) 10,500 Station Wagon Expense 7,000 and Replacement 206,500 66,500 REQUESTED APPROPRIATED CLUB Alpha Phi Sigma $150.00 $55.00 $13,750.00 none none Biology Club Band $500.00 none Carolina Photographic Society Carolettes Catamount Catamount Caving Club Cheerleaders none $500.00 $33,460.00 $199.75 $931,90 $75.00 $28,000.00 none $125.00 $300.00 Chorus $5,385,00 $700.00 Day Student Government $1,000.00 none " Debate Club none none F.C.A.
