4 1 until the title to such land shall be satisfactory to the Attorney - 2 General and conveyance thereof duly executed and accepted. 3 Sec 6. That the Secretary of Agriculture shall make 4 provision for the reforesting of clearings on lands purchased 5 under the provisions of this Act, whenever such planting shall 6 be necessary for the protection of the soil or the water supply. 7 Sec 7. That the Secretary of Agriculture is hereby 8 empowered and directed to make such rules and regulations 9 and establish such service as he may deem necessary for the 10 care, protection, control, and use of such forest reserve, and to 11 and violations of such rules and regulations shall be punished 12 as provided by law for other forest reserves; and he may 13 sell such wood, timber, and other products as may be removed 14 without injury to the forest: Provided, That no wood, timber, 15 or other products shall be sold otherwise than under such 16 rules and regulations as shall be prescribed by the Secretary 17 of Agriculture, but no sale of such products shall be made at 18 less than the appraised value thereof: And provided further, 19 That the proceeds of such sale shall be covered into the Treas- 20 ury of the United States. 21 Sec 8. That the Secretary of Agriculture is hereby 22 authorized and empowered to make contracts for the pur- 23 chase of lands and accept conveyance thereof in accord- 24 ance with the provisions of this Act to the amount of not 25 to exceed ten million dollars, and the sum of two million

Early on, the Appalachian National Park Association met with legislative success. In 1900, a bill passed authorizing funds to investigate the possibility of a national park in the eastern U.S. and, in December 1901, Congress introduced a bill to purchase land. While the Appalachian National Park Association initially argued for a national park, it used the terms “national park” and “forest reserve” somewhat interchangeably. As the bill made its way through Congress, funds were earmarked for a “forest reserve” rather than a “national park.” Unfortunately, when a separate bill was re-introduced in 1902, Congress was not able to reconcile the two bills and they failed.
