C Dear Sir: I am in receipt of your telegram under date of 12th inst to the effect that, the "Executive Committee and Members Memorial Committee here think Memorial as it is and bill should be introduced at once, if no other reason than Haye's objection". Mr. Hayes wires me as follows: "Map and Fetition are both drawn for other territory and in bad faith to my positive knowledge. We will not support unless changed. Advise promptly". I have addressed a letter to Mr. Hayes, acknowledging receipt of the telegram and stated the only thing I could do would be to report the matter to the Association, which I now do. I think it is important that you select one or two members of the Memorial and Executive Committees residing in Asheville, and have them come on to Washington at once and aid in arranging with our Senators to properly place the matter before Congress. There are features in connection with the matter at this time which must be handled very diplomatically. It is Senator Pritchard's idea that, there should be introduced an amendment to the Appropriation Bill, Senator Butler has prepared a Joint Resolution, copy of which is attached hereto, and in which I would make some corrections, provided it is deemed advisable to introduce a Bill. I do not feel like assuming the responsibility which arises at this time and will have to ask the to delegate sane of its members to come here and assist full and amicable understanding between our representatives, telegraph me the names of the parties you select, I will transportation for them from Danville, Va. to Association in securing If you will arrange for and return.
