Zebulon Weaver, Asheville, North Carolina. Dear Zeb: ft Since talking with you in my room at the Battery Park not so long ago, I have had some of our men look into the possibilities of the Reconstruction Finance Corporation's functions in connection with the Great Smoky Mountains project, which you and I discussed. These,men. have just given me the following memorandum, which I am furnisSfnl younfor whatever information it Western Carolina Universitu may give you: flunter Library "Under Sec. 201 (a) the Reconstruction Finance Corporation is authorized to make loans to States, etc. to aid in financing projects authorized under Federal, State or municipal law which are self-liquidating in character. For the purposes of this subsection, a project shall be seemed self-liquidating if it will be made self-supporting and financially solvent and if the construction cost thereof will be returned vnthin a reasonable time by means other than taxation, as may be prescribed by the statutes which provide for the project. "If the pledges still uncollected may be considered by the Finance Corporation as a means of liquidating the loan, if made or applied for, I do not know and I do not believe we could get a prior expression of opinion from them on that point unless an application for loan is made to them and the character of the pledges set forth. "I believe Congressman Weaver should have the proper officers of his State apply to the Reconstruction Finance Corporation for a loan, stating in the application the purpose for which the loan is desired; i.e. to match Rockefeller funds for the purpose of acquiring lands for the Great Smoky Mountains National Park; that this project is authorized by both Federal and State Governments (citing such authorizations); also reciting that funds have been collected through pledges from individuals, not from
