The energy bill, sponsored by SGA Vice-President Richard Sullins, and spearheaded by co-sponsor Frank Kelly, pointed out the high cost of energy and the fact that Western overspent its energy budget last year and is likely to do so again this year. In light of these facts, the measure proposes that the students/faculty, and staff of WCU adopt the following measures: 1. Turn off all unnecessary lighting and appliances when not in use. 2. Turn heating systems down at night and when rooms are unoccupied*. 3. Keep draperies and shades open in sunny windows; close them at night. 4. Keep windows tightly closed; where possible seal windows with masking tape. 5. Keep doors to halls closed. 6. Keep radiator surfaces clean and unobstructed. 7. Promptly report to the Housing Office any broken or improperly sealed windows. 8. Wear warmer clothes. 9. Carpool or share a ride as much as possible. 10. Plan all trips ahead of time and eliminate unnecessary trips. 11. Keep automobiles in good working order (tire pressure, tune-ups, oil change, etc.). 12. Drive conservatively, defensively, and at a steady pace; observe the 55 mph speed limit. 13. Walk or ride a bicycle when possible. 14. Use all forms of energy conservatively and wisely. Prior to passage of the legislation, several senators questioned the practicality of the bill, but Kelly related to his fellow senators that the intent of bill #832 is not to burden anyone, but to provide some common sense energy saving tips to the people of WCU. In a different vein, the senate heard from Jeff Tice, director of the recently revived Experimental Kesource Financing Program (ERF). Tice reported a dorm survey examining the prospects of carpet sales by SGA to WCU students. Tice recommended, as a result of the survey results that SGA should offer wall to wall carpeting beginning next fall and possibly other items such as TV's, lamps, books, chairs and tables. Another dorm marketing survey is expected before, a final ERF report is given next April. In a tuning of its own mechanism, the senate passed a bill allowing the President of the Senate to appoint, at the beginning of each fall, any committees the officer sees fit in addition to those provided for by SGA requirements. In its concluding action for the year, the senate approved Diane Price and Anne Pearson as Associate Justices to the Traffic Court, and Mark Kyger as Assistant Director of Legal Assistance.
