  • PAGE 4/THE WESTERN CAROLINIAN/FEBRUARY 1, 1979 Cable TV for dorms considered Senate wades through ho-hum meeting byJ.M.TRINKS Senate Reporter Comptroller Roger McKinney presented SGA expenditure reports for July, August and September 1978 to the Senate Monday. July expenses were $1,685.27, leaving an unencumbered balance of $12,883.73. McKinney said the purchase of BASF cassette tapes for $7.99 and a Craig cassette player for $49.38 was for the use of the court systems in keeping individual records of each case. A $21.02 reimbursement to Vice President Phillip Cates was for general office supplies that Cates bought last summer for the Student Government Association. Other July expenses included an annual $200 donation to the cheerleaders; $207.73 telephone bill; $1,050 stipends; and $13.52 for one night's lodging in the University Center for Keith Pinehart, a representative from Jacksonville State University. August expenses were $1,647.78, leaving an unencumbered balance of $11,235,95. A $7.95 gavel and a $30 presentation set are listed. However, McKinney said he now has a personal check from Vice President Catps for that amount. Expenses for September totalled $1,915.45, leaving an unencumbered budget of $9,320.50. Election expenses were $22.81; 15'notebook binders for new senators cost $34.80; Promote Voter Awareness Attorney George Kaneklides received $550 for his services; and .new shelves for Vice President Cates' office that were built by the university engineer's office cost $88.20. The comptroller's report was accepted by consent. In other business, Senator Bobby Street sponsored SR 759, an act requesting the installation of cable television facilities in the residence halls. Street said cable TV "could be installed at a nominal cost, possibly through the existing telephone facilities via a cable television franchise that has recently been obtained for Jackson County, with the owner expressing an interest in serving WCU." He asked that the bill be accomplished by the end of fall semester 1979. It was referred to the Committee on Student Government Services. The Office of the Vice President sponsored SR 760, an act "to establish a strict agenda policy and design for all future Senate meetings." If accepted, the bill will provide a permanent place on the agenda for the Student Body President to be able to report without suspension of the parliamentary rules. The following regulations will also be inacted in dealing with reporting to the Senate floor: •All agenda items must be submitted by noon Monday and be approved by the senate president. •All student departments and committees must fill out the report form within 12 hours of their report to the senate and deliver it to the senate president. (This will also include all oral reports.) •All departments must report in writing to the senate at least once a month, and all director-level staff persons must report in-person to the senate at least once a semester. •All senate committees must report to the senate at least twice a semester, with at least one time being by the chairperson or student representative. The bill was referred to the Committee on Rules. A bill to establish deadlines for the appointment of executive staff positions and all university-wide or senate committee members, SR 761, was also referred to the Rules Committee. Guidelines will require the president to make all SGA executive staff appointments within 30 days after the first full day of each semester, or one month after a new postion is created, and make Faculty Senate and University-wide committee appointments no later than two months after the first day of a semester. The president must also appoint three temporary senate committees—Rules, Finance and University Services—to deal with all legislation no later than the second meeting of the student senate in the fall semester. A temporary Committee on Statutes was formed Monday night. Its mandate runs until April 1, and it will print "an accurate, accessible, and readable digest of all student statutes, regulations and laws." Members are Mark Asa, chairman; Tim Sikes, Beth Boger, Carol Accuff, Duane McPherson and Steve Hensley. We still have a good crowd here now Monday." Col. Norman Smith of Ski Beech said thousands of skiers had to be turned away over the weekend. "After about two hours on Saturday, we had to cut off lift ticket sales," Smith said. "Thousands still wanted to buy tickets, but we had to cut them off. All in all, we had about 5,000 skiers on the slopes Saturday and Saturday night." "Skiing in this state is really beginning to have an important economic effect on the state, I believe," Smith added. "In an economic report just released, it shows that skiing is up 270 percent over two years ago in North Carolina. We had 508,000 skier visits last year, which has got to have a favorable impact on the state's economic picture." Skiers who made the trip to the mountains without making reservations for lodging in advance found themselves with no place to sleep. Tom Corbett, public information officer for Appalachian State University, said there are about 4,000 motel room in the Blowing Rock-Boone area.
