Gudger said he was glad to hear his opponent "endorse" his position on a balanced budget, spending cutbacks, the Panama Canal treaties and amnesty. "I have not voted for foreign aid," he said. The president's efforts to reorganize the government have won support in Congress. Gudger said, and "little hidden things" have taken place to benefit the public, such as creating an inspector general in all departments to root out money thefts and mismanagement. The Revenue Act, Gudger said, cuts the projected deficit from $66 to $40 billion, "we have got to get the country on its feet and make America a leader in fiscal integrity and sound management," he said. Asked about chances of balancing the budget by 1981, Gudger said that would be impossible to predict, but if the public "starts making its demand, we could see the budget move into balance.
