  • Page 2 THE WESTERN CAROLINIAN THURSDAY, OCTOBER 16,1975 Not enough parking spaces With just a few moments left before class is to begin, a car whips into the commuter parking lot in front of the University Center. The driver is frantically looking for one of the elusive and endangered species on the WCU campus-- a parking space. Chances are even if he were to circle the entire campus he wouldn't find a legal one, "so why waste the gas," he decides. Instead he elects to park in a staff or faculty- space and risk another ticket. After class the student e- merges from the bowels of McKee and as he approaches his car he is not surprised to find a familiar sight for many students with cars on campus. Neatly tucked under the windshield wiper of his car is a bright pink slip of paper— the telltale sign of a parking ticket. The student may then become outraged and vow not to pay the ticket because he feels there aren't enough commuter parking spaces on campus. And when he finds out that the price of parking tickets has doubled since last year, that too will infuriate his an= ger. Not only that, but instead of collecting tickets like he did last year, for every ticket after the fifth one, it will cost him $5 instead of the regular $2,, (Over the entire school year). But before this student jumps up and down, he should first look at the parking problem here at WCU. "First of all, the decision to raise the price of the parking tickets, and the car registration stickers was made in the administration," said Pritchard Smith, director of Safety and Security at WCU. "We didn't have anything to do with that," he added. Smith explained that the price of the park ing registration stickers last year for staff and faculty was raised to $8, and that this fall, student stickers had also been increased. There have been some complaints among students here at WCU for the first time, that D. Smith said that though parking maps for the first few days of school weren't available, he stated that the Safety and Securty officers dont give tickets for the lack of parking stickers for the first two weeks of classes, (The maps are available now in Joyner Building of the Security and Safety office.) "We never will sell more stickers (commuter) than spaces beacuse we consider the football stadium parking faci- ♦ ■ ? at ASU must park at the football stadium. "If they park any other place they get towed off." "The problem," concluded Smith, "is that nobody wants to walk. What I would suggest is that these people come to class a little early, maybe 10 minutes early, to give them time to find a parking space. In case they have to park at the fieldhouse or football stadium. They have to walk at every other campus," he added. As far as facts and figures, there is a total of 1,690 lities a freshman and overflow lot," explained Smith, answering the charge of many commuter students. He added that at Appalachian State University they "don't allow any freshmen or sophomore to have cars on campus at all." The next question to iook at is where this revenue from tickets and parking stickers is spent. For that answer the Carolinian went to uoyte Dillard, vice chancellor for business affairs. Dillard explained that the money is collected in the security office and from there it goes to the accounting office. "The money that comes in from parking fines goes into the same account as the money from car registration. We pay certain expenses out of that. With what funds we have that are not committed to salaries or other equipment for the Safety and Security office, we try to build or improve the parking lots." (Paving lots behind Helder and Leatherwood, by the football stadium, behind the UC, etc.) He explained that the state doesn't put any money into care and upkeep or to pavement, care or upkeep. During the period of July 1, 1974 to June 30, 1975, the combined total of collected parking fines and car registration was $82,089. Dillard explained that the rate increase was the result of various inputs. He emphatically stated that the rate increase was not done to "raise more neither one of them minded getting a $1 ticket. The price was too low. We decided to up that as a deterrent.
