Newly Created Position Hardy Appointed Director Of University Development Leading Industrialist To Speak At Summer Commencement Winton M. Blount, chairman of a giant in the construction industry and newly elected president of the Chamber of Commerce of the United States, will deliver the summer commencement address at Western Carolina University August 16. Plans for Blount's appearance in Western North Carolina were announced by Dr. Alex S. Pow, Western Carolina president, The commencement program will be held at 6 p.m., Friday, Aug. 16, in Memorial Stadium. "As Western Carolina enters an era of service closely attuned to the interests and concerns of the industrial and bust- ness communities, we are especially pleased to bring to our campus one of the nation's distinguished business leaders," Pow stated. Blount is one of the country's foremost builders. He is president and board chairman of the multimillion-dollar Blount Brothers Corp., which he built from scratch after World War IL The firm has its national headquarters in Montgomery, Ala. Blount began his career running an asphalt plant before World War II at the age of 20. He piloted B-29s during the war and then began building the concern he heads today. Since 1950, Blount Brothers has landed some of the biggest and toughest contracts in the country. WINTON M. BLOUNT Among the larger projects are atomic research facilities at Oak Ridge, Georgia Tech and the National Bureau of Standards; the Tullahoma, Tenn., wind tunnel; the At= lanta airport terminal; Cape Kennedy's Saturn launch com- plex; an indoor "ocean" for U. S, Navy research; missile defense installations in six states; a 250-foot deep propulsion engine test cell at Sandusky, Ohio for NASA; Cleveland's underground con-. CONTINUED Page 4 .. . . Gerald N. Hardy, director of field services of the Na tional Municipal League, has been named director for uni • versity development at Western Carolina University. His appointment to the newly- created position was announced by Dr. Alex S. Pow, president of the university. Pow said Hardy, a specialist in public affairs, government management and institutional development, will have pri • mary responsibility for representing the university with business and industry. He also will have a principal responsibility in development of federal and other contract and grant support for Western Carolina programs. "We are pleased to bring to Western Carolina a man of Mr. Hardy's experience and ability," Dr. Pow said. "He will be a valuable addition to the university administration at a time when the institution is entering a new stage of development," In his present position, Hardy travels throughout the United States recruiting civic and business leaders to serve on policymaking boards of the National Municipal League, a nationwide citizens organization for improving state and local government, As consultant to the League's development committee, he Is responsible for annual corporate contributions which provide two-thirds of the organization's operating revenues. Two prominent North Carolinians are League officers: John F. Waltington Jr. of Win- ston=Salem, presldsnt of Wachovia Bank and Trust Co, is a regional vice president of the League, and former Gov. Terry Sanford is a member of the national policy council. Hardy served as fiscal ad • vlser to the Hashemiteklngdjm of Jordan for two years (1963- 65). H6 consulted with' the central government on tax policies and laws, and with municipalities in locating new revenue sources and Improvement of budget systems. As director of field services for seven years (1956-63) of LTC ToPresent Documentary On Sandburg Poetry "The World of Carl Sandburg", an arrangement by Norman Corwin, will be presented at the Little Theatre at Western Carolina University on Thursday and Friday, August 8 and 9, at 8:30 P-m. This is a collection of ex= cerpts from some of Sandburg's best-known works, presented in dramatic form, It has been staged by both amateur and professional groups in many parts of the country.The original cast consisted of Bette Davis, Gary Merrill, and Clark Allen. The WCU production Is directed by Buddy Davis, dramatic arts major. Duane Oliver of the WCU faculty is technical director, and Gerald Matheny is stage manager. GERALD N, HARDY the Tax Foundation Inc. in New York, Hardy was In charge of Information clearing house activity for 38 statewide citizen associations, Among these organizations was the North Carolina Citizens Association. He also served as a consultant to state and local officials on fiscal matters, Hardy holds the U. S. Meritorious Service Award for work as public administration adviser to Brazllia.1 local govern ment officials during 1954-56. Stationed with the American embassy in Rio de Janeiro, be was responsible for estab • lishing and training the staff for a nationwide organization of cities, He pronn>ted, planned and helped to condjet the first Brazilian "Cities of Major Progress" contest, now In Its 13th year. In earlier assignments, Hardy was executive director of the Tax Research Association in Houston, senior researcher of the Pemsylvanla Economy League In Harrlsburg and executive secretary of the Tax Economy Association in Carthage, Mo, He holds the B S, degree in public affairs from the Unlver-' slty of Illinois and earned the M, S, in government management at the University of Denver as an Alfred P. Sloan Fellow, He served In the U, S, Navy Reserve during World War II. A member of numerous pro - fessional societies, Hardy Is the author of articles appearing in • such publications as "American City", "Tax Outlook" and "National Tax Journal." In his present position, Hardy's offices are In New York, but he and Mrs, Hardy make their permanent home at Lake Gaston near Littleton, N, C, They are members of the Presbyterian Church in which Hardy is an ordained elder, A son, Robert, a graduate of Duke University Is married and is enrolled in the University of North Carolina Law School. Another son, Thomas, is a lieutenant (j.g.) in the U, S. Navy and is presently in jet fighter plane pilot training at Pensacola, Fla, mvsou Mswen Q.
