  • Zack Koonce talks about his role as Emergency Management Coordinator for Haywood County during Tropical Storm Fred. Koonce shares how he developed situational awareness during the storm, especially within the first 24 hours. He was responsible for requesting additional resources, monitoring weather conditions, and ensuring effective communication with National Weather Service for timely alerts to the community. He quickly contacted the Western Branch of Emergency Management based in Hickory and requested help from surrounding counties including Swiftwater resources and Urban Search and Rescue (USAR) capabilities. He talks about the impact the COVID-19 pandemic had on the department’s preparedness. Tropical Storm Fred hit Haywood County on August 17, 2021, causing 6 deaths, 4 landslides, and major flooding, and widespread destruction to houses in the area.
