RULES AND REGULATIONS "(Approved March 10, 1933, to continue in force and effect until otherwise direction by the Secretary of the Interior.) General Regulations "The following rules and regulations for the government of the Great Smoky Mountains National Park are hereby established and made public pursuant to authority conferred by the acts of Congress approved August 25, I'Mo (39 Stat. 536), and May 22, 1926 (44 Stat. 616), and acts supplementary thereto and amendatory thereof. These rules and regulations are promulgated to cover only the Government owned or controlled hinds and waters in the park area. "L Preservation- of Natural Features and Curiosities: I he destruction, injury, defacement, or disturbance in any way of the public buildings, signs, equipment, or other property, or the trees, flowers, vegetation, rocks minerals, animal, or bird or other life is prohibited: Provided, That flowers may be gathered in small quantities when in the judgment of the superintendent, or other authorized representative ot the Nat.onal Park Service, their removal will not impair the beauty ol the park. Before any flowers are picked, permit KMSt be secured from the ranger in charge. "2. ("ampin,;: When the development of the park i- undertaken by the National Park Service, adequate camping places with pure water "and other conveniences will be pro- waed. \ mil stub time no camping overnight or tires of any sort will be permitted except by special permit of the Superintendent or his duly authorized representatives. In sucl instances the following rules must be carefully observed: Wood tor fuel only can be taken from dead or'fallen trees. < ombustible rubbish shall be burned on camp fires, and all other garbage and refuse of all kinds shall be buried. 66

This 146-page “Guide to the Great Smoky Mountains National Park” was published in 1933, a year before the park was formally established. In spite of this oddity, the guide does carry the approval of the National Park Service, stated on its cover. The book was printed in a small format as a field guide that could be carried on a hike. Topics covered in the guide include tours and trails, notes on camping and fishing, and sections on flowers and fauna. Separate sections deal with local culture, including “The Highlanders” and “The Cherokee Indians.” The guide was written by George McCoy and George Masa. McCoy was a staff writer for the Asheville Citizen and native of Dillsboro, North Carolina. Photographer George Masa, a native of Japan, was active in the Appalachian Trail Club and in the movement to establish the Great Smoky Mountains National Park.
