Dear Sir:- I understand that there is considerable agitation in Ashville, 1T.C. in regard. to parks. This agitation over parks seems to be general all over the country and is due to peculiar conditions of American life. One of the characteristics of our civilization is ceaseless industry. Reaction necessarily follows and tired human nature demands rest and repose, which can best be found in oiir city parks, surrounded as they are by changing foliage and peaceful meadows and all the other elements of a quiet landscape. To a large class of our population, confined as they are for a greater or less period of the day within four walls, the freedom and change to these people as experienced in our public parks is very refreshing. To me, having a broad familiarity with what is going on in the park world, perhaps I am in a better position than most men to appreciate this widespread feeling for parks, manifest everywhere, that can no longer be considered in the light of luxuries, but as necessities, and necessities due to our hot climate and to the growing tendency to congregate in cities and to the long hours of labor. All these causes and many others might be named, to show the reason for this agitation for parks. The above is supplementary to the fact
