  • Western Carolinian/April 7,1983 11 Food from page 4 dri\ing a cits commissioner in Florida to induce trashcans with kerosene or insecticide to hinder further scavenging. In Phoenix, Arizona, garbage has been declared city property .a nd anyone foraging for food ma> be charged with theft. Nearly 12 million Americans are unemployed, and one in seven live below the official poverty line. With children, one out of ever) five is classified as poor. I he- need for emergency food assistance has rapidK increased. while available resources have rapid 1) declined. Nevertheless, we are sitting on a mountain of surplus food. Close to 5 billion dollars worth of surplus food is stockpiled at a cost of 600.000 dollars a week. That amounts to 4 bushels ot grain and more than 95 pounds of Other food for every low-income person in America With the increasing demand tor tood assistance in the nation, the U.S. Department ol Agriculture has in storage: -769 million pounds of cheese; -3X8 million pounds of butter; -1.261 billion pounds of dry milk (a three yearsuppl) for every man, woman, and child in the United States); -33 million pounds ol honey; -1.74 billion pounds ot rice; and -nearly 400 million bushels of corn, wheat, soybeans, and oats. In spite of the "generous"' tood giveaways, more goods have come in than have gone out. In just the last nine months, there has been a net increase ol 23 million pounds of butter, 140 million pounds ol cheese, and more than a quarter billion pounds ot milk. lt is obviously apparent that the answer to the question of food shortages lies with the government. With a little less hoarding and a little more giving the problem of too little food could be corrected. Registration laws already provide for prosecution of non-registrants, who lace up to five years in jail or a $10.()()() line, or both, if convicted. Men are required to register within 30 daw ol their 18th birthday. "The most fundamental reason why colleges should oppose the law. and indeed should replace aid withheld from non-registrant students," Fraser said, "is to protect the educational independence of the college. To permit governmental pressures to restrict college enrollments is to threaten the fundamental purposes of the institutions." he said. A bill to repeal the Solomon amendment has been introduced in Congress, lis author. Sen. David Durernburger of Minnesota, supports registration but does not want enforcement of the registration law connected with student financial aid. An amendment similar to the student aid law, also sponsored by Rep. Solomon (R-NY), was passed in October 1982. It requires participants in the new job Training Partnership Act to have registered for the draft. This new program is similar to the now-defunct Comprehensive Kmployment and I laming Act (CETA), but seeks to fund only programs that provide the skills for long-term private sector employment.
