BELL served from 1981 until 1984 as United States Secretary of Education and in this position was the highest-ranking educator in the nation. He currently is Professor of Educational Administration at the University of Utah in Salt Lake City. A national leader in the field of education for more than twenty years, he was Superintendent of Public Instruction for the state of Utah from 1963 until 1970, when he was appointed Deputy Commissioner for School Systems in the United States Office of Education. He returned to Utah in 1971 to serve as Superinten- dent of the Granite School District, a system of 63,000 pupils and the states largest. In 1974, he became the United States Commissioner of Education, a post he held for two years before returning to Utah as Commissioner and Chief Executive Office of the Utah System of Higher Education. He is best known for his leadership at the National Commission on Excellence in Educa- tion which produced the report, A Nation at Risk. Twelve million copies of the acclaimed report have been printed. A Marine Corps veteran or World War Il, Dr. Bell began his career as an educator in the public schools of Idaho, where he taught science and was an athletic coach. Dr. Bell received the bachelor of arts degree from Southern Idaho College of Education. He was awarded the masters degree in educational administration from the University of Idaho and the doctoral degree from the University of Utah. He holds twenty honorary doctorates.
