  • The word communicate is a very old word and it has had many meanings in the course of its history. One of the earliest meanings, which gives some of the older and, | think, forgotten flavor, is found in the Oxford English Dictionary and it comes from Starkeys History of England back in the year 1538. There, the word communi- cate is a part of the definition of God, and Starkey says that God is He who communi- cated His goodness to all others. This, of course, is related to the word communi- cant, a person who shares. in the Eucha- rist. In origin, communicate, then, is re- lated to the word, common, or, com- munity, and it means somehow to make common; that is, to share. In one sense, then, we could actually define the rise of civilization as the rise of communication; that is, the improvement of the ways of sharing and the improvement of that which is shared. It is obvious, of course, that the quality of any civilization, then, will depend on what there is to share and on how it is shared; and it is only a little less obvious that democracy as a form of government and a way of life is based on the faith that the sharing of the good things of life and especially the sharing of the power to govern can be wholesome. In our enthusiasm for sharing and in our current preoccupation with communica- tions, we have tended to forget this sense of the word; and we have tended to em- phasize a second and secondary sense of communicate which has come to over- shadow it. In this secondary sense com- municate means to impart information, knowledge or the like, to impart or convey knowledge of or inform a person of, to tell. Even this sense begins to be lost, es-
