Sams Jackson County's Solid Waste Advisory Board is proposing a $1.50 per bag fee to dispose of non-recyclable trash. Officials say that those who participate in recycling would see their actual cost of disposal decrease. by Jeffrey Sykes Asst. News Editor Jackson County's Solid Waste Advisory Board (JCSWAB) will propose the adoption of a Pay as You Throw (PAYT) waste disposal system at the next meeting of the Board of Commissioners on Thursday, September 16. PAYT operates on a per bag fee system that is charged on all bags of garbage not recycled. Currently in Jackson County solid waste disposal is financed by a $48 annual fee added to residential property taxes. The annual rate for businesses is $ 144. Jackson County Manager and Chairman of the Board of Commissioners Jay Denton stated that the commissioners are open to the idea of PAYT. "We have been studying [a PAYT proposal] for almost a year. Our number one priority is a solid waste ordinance to enforce the direction we go as far as collection of solid waste," Denton said. "We are not leaning either way ... but we are very much interested in reducting the waste stream flow. If PAYT is the way to go, we will explore it further," he said. "Change is hard for people. Some openly accept it. We had a hard time when we first opened the SRCs [Staffed Recycling Centers]." Denton also explained that students at Western will not recieve any special consideration for exemption if PAYT goes into effect. Currently, landlords pay the $48 fee for students who rent. Under the new system, students would pay up to $ 1.50 per bag to dispose of their solid waste. JCSWAB member Avram Friedman feels that the system is a viable alternative to mandatory recycling. "Mandatory recycling would create a lot of resentment among people," he said. "Pay as You Throw gives a choice and provides an economic incentive." As a result of the closure of the Dillsboro landfill, Jackson and Macon Counties entered into a dual contract that provides for Macon County hosting a landfill. According to Macon County Engineer Larry Lackey, the current landfill is in the second of four phases, and has an expected life span of thirty years. JCSWAB was formed in early-1999 with 16 members, most of whom were members of the Solid Waste Task Force. One ■ of the JCSWAB's concerns is extending the life of the Macon landfill. In a press release they stated that "This can only be done by reducing the waste stream." Friedman stated that the current system of SRCs provides no economic incentive to recycle. "People have an opportunity to save money here. We spent over a million dollars setting up these SRCs and we have not substantially increased the amount of recycling," he said. Transylvania County adopted PAYT in February 1995. According to Will Sager, Solid Waste Director, the county saw a $500,000 a year reduction in expenditures for solid waste disposal. "As we compare 1996 to 1994, we experienced a solid waste reduction of 39 percent," he said. Sager also said that the cost of garbage disposal is significantly reduced Tor those who recycle. "It depends on the amount of activity of each family. Families that participate in recycling should see their costs go down," he said. "Most households in Transylvania County experienced a reduction. Macon County experimented with PAYT two years ago, according to Lackey. "[We] looked at a program similar to that. It wasn't well received by the public, so it was dropped," he said. Friedman admits that it will be a hard sell in Jackson County as well. "It's difficult to introduce a new program such as this," he said. "People aren't used to paying to throw away their garbage. We are going to introduce the idea of PAYT officially at the meeting. We are going to explain why it will save the county money and extend the life of the landfill," said Friedman. The concept will be introduced at the county commissioner's next work session on September 16, in Room 203 of the Justice Center.
