THURSDAY, MAY 26, 1977 between Western and our state government. WCU's delegation for the coming year is now open for new membership and new student input This year's officers are Carrol Acuff, chairperson; Al Lagano, business manager and Jill Mattox, parlir JUDICIAL BRANCH Office ot Public Defender The public defender has worked closely with the traffic and security office and the traffic and security committee throughout the year. One of their toughest oppositions all year has been the parking situation This office has done as much as possible within their power to protect and help the students in this area of concern. The public defender has accomplished this by protecting the students' right to appeal and be defended. Attorney General The attorney general, acting as university advocate, has been mainly concerned with the appeals of traffic tickets through traffic court Consequently, they have worked closely with traffic and security. According to the attorney general one of the most demanding parts of his job is helping students with their grievances and questions Two other courts within the judicial branch are the supreme court and the superior court. The supreme court deals with the interpretation of the constitution and is the ultimate appealette court The superior court handles any case except traffic appeals Disciplinary cases, such as breaking glass in dorms, littering, etc. are the main types of cases to appear before the superior court. SHORTCOMINGS OF THE YEAR There are many areas in which student government covered insufficiently. The major area is in the judicial branch. Much work was done in improving our judicial system by the judicial seminar at the beginning of the year for all justices, better coordination between the judicial secretary, clerk of court, and office of the attorney general. However, the supreme and superior court, and the residence hall hearing board was not as active as it should have been. For the first time in years the administration assured us all cases reported would be sent to SGA However, there was a minimal amount of activity in these three courts. We just did not have time to research this problem. Next year, the judiciary branch should be made as active as External communications improved greatly this year, however it still should have been better. Throughout the year, intentions were to have the coordinator of public information concentrate in this area. This was never done and consequently we were lacking in this area. Next year this position should be maintained in an effort to keep the student population, faculty, and university community better informed of SGA and its work through the various campus media. At the beginning of this adminstration the internal components of Student Government were in a state of disarray. Before moving to straightening major campus issues, this had to be taken care of. Massive work was done to organize and reorganize SGA to make it function efficiently and more effectively. By the middle to the end of winter quarter, this had been accomplished and we shifted our priorities to major issues external to SGA. If we could have begun on these external issues sooner more progress would have been made. The completion of this work must be a major concern of next year's administration. Of course there are many other shortcomings to a lesser degree which will not be expounded upon at this time. These were the three greatest shortcomings cited this year. Accomplishments The reports of every office and brach of SGA are filled with accomplsihments which you may refer back to. There are a number of areas in which SGA excelled as a whole. The greatest accomplishment is the fact that SGA has made great advances in overcoming problems it has had with students feeling it was not effective or had no credibility, thus causing them to not respond to it as they should. The last opinion poll taken of the student body showed that 30 per cent of the students felt SGA was doing a more effective job as compared to 13 per cent before. Only 4 per cent felt SGA was less effective this year as compared to 13 percent before. Sixty-two per cent did not know as compared to 74 per cent at the time of the last poll. This indicates tremendous progress in regaining the faith of the student body. The students indicated SGA officials are more qualified in that 12 percent of the student feel they are well qualified, 68 per cent say the officials are qualified, and only eight per cent feel the officials are unqualified. This is a definite increase over the last poll taken. The students now feel SGA is very open and 86 per cent believe it is open. Only 12 per cent said it was closed and no one felt it was very closed. This is a strong improvement. These changes in attitude are due much to the next area of of discussion. Concentration was placed the executive and legislative branch and somewhat in the judicial branch to make these positions more efficient and responsible. This was accomplsihed and was evident to the student body. Instead of talking about major issues, SGA took action on them. Although work in these areas are not complete, at least the foundation is there and next year's administration must follow through. These areas are coed housing, parking, cafeteria service, off-campus housing, general education, and on-campus housing. SGA this year has probably maintained the most open communication channels than any previous year. Internal communications improved. SGA concentrated on direct com- THE WESTERN CAROLINIAN itn with student body in general Communications were tremendous with WWCU and continued to improve with the Western Carolinian. Our open channels with the administration, staff, and faculty has resulted in a more positive and respected attitude from these campus groups The Student Government Association also expanded a positive impression of Western Carolina University throughout the state This was done through the leadership role it took in the NCASG and the advancement of the WCU delegation in the North Carolina Student Legislature Student Government has maintained tremendous unity throughout the year which helped to promote unity ot the student body Conclusion All that has been accomplished this year and the statistics which we have are evidence that SGA has prospered and been productive to an unprecedented level. This is due to U^e tremendous amount of work hours on the parts of many individuals. You, the students, are to be commended for your contributions and support of SGA, for without this, such a successful year would not have been possible It has been an honor and pleasure to serve you. My best wishes are extended to you, your future endeavors, and to the future of the Student Government Association. Increase academic standards ot SGA stipend officers. Support restoration of Camp Shelton. Establish office ot research coordinator on SGA. Enforce accurate registering ot vehicles on campus. Stop proposed faculty action to change some commuter spaces to faculty spaces. Organize funding to clubs and organizations. Approve appropriations ol over $100,000 to WCU clubs and organizations. Begin policy of immediate refund ot deposits to students leaving the residence halls. Improve lighting in various areas across campus. Made physical improvements to the campus in the form of sidewalks, pedestrian crosswalks, etc. Enact the construction of restrooms on the visitor's side of Whitmire Stadium. Establishment of policy for campus security and their use of firearms in the student handbook. Stop departmental registration ot students before pre-registration week, registration week. Require instructors to return all exams for at least a period of review Stop department firing of students in jobs when done for the redistribution of monies. Install information signs at all parking lot entrances including information about that lot's status and sticker requirements Established an academic grievance committee to deal with complaints against the texts, test, grade or faculty member. Establish a more student viable residence hall contract. Set up housing office guidelines concerning forced consolidation. Establish "snow-day" policy for commuters. Changed "estimated cost" of repairs in residence halls to "actualcost" Establish central lost and found at UC information desk Installed on-campus telephones in the UC. Extended hours of Hunter Library. Insure residence hall students that their deposits would be returned. Install study rooms in Buchanan beginning fall of 1977 Extended Breese Gym s pool hours. Change reserved SGA parking to commuter parking. Endorse coed housing plan. Support Adams Ramsey Bill in the North Carolina Restricted SGA c These are only a part of the resolutions passing the senate this year. Spring Brown has goals Dear Editor. Great advancements have been made by student government in previous years, but during this past year unprecedented accomplishments have enabled SGA to begin to solve problems which have plagued students for years. We pledge to continue these efforts and to initiate action in those areas still untouched. The coming year will prove to be one of dynamic progress for our student body. We have set high goals for this year and much improvement is already in sight. With your co-operation and support, the Student Government Association can and will strive- to reach these goals and make WCU better for you. To those who follow in future years, we will leave Western Carolina University w ith a sense of pride instead of apopogy.
