5 1 piration of the year ending June thirtieth, nineteen hundred 2 and six, is hereby appropriated, out of any moneys in the 3 Treasury not otherwise appropriated, for the purchase of lands 4 for a national forest reserve and otherwise to carry out the 5 provisions of this Act: Provided, That the Secretary of Agri- 6 culture shall each year make a detailed report to Congress 7 of his doings in the premises: And provided further, That 8 no part of said sum hereby appropriated shall be expended 9 for the purchase of land in the States of West Virginia, Vir- 10 ginia, North Carolina, South Carolina, Georgia, Alabama, or 11 Tennessee under the provisions of this Act until a valid title 12 to the same shall be vested in the United States, and until the 13 State in which the land lies shall have ceded to the United 14 States exclusive jurisdiction of the same, during the time the 15 United States shall be or remain the owner thereof, for all 16 purposes except the administration of the criminal laws of 17 said State and the service of any civil process therein. 18 Sec. 9. That this Act shall not take effect until the Sec- 19 retary of Agriculture has reported to Congress, with proper 20 plats of each reservation showing metes and bounds, altitude 21 of mountains, sources and courses of rivers and streams, areas ) ) 22 cultivated and uncultivated, acreage, and such features of the 23 country which will properly define and exhibit its character. 24 The Secretary of Agriculture is hereby authorized to use so

This U.S. Senate bill proposes to create an Appalachian Forest Reserve in June 1902. While the Appalachian National Park Association initially argued for a national park, it used the terms “national park” and “forest reserve” somewhat interchangeably. The association raised public support for a national park, but disbanded before the formation of the Great Smoky Mountains National Park.
