4 1 provision for the reforesting of clearings on lands purchased 2 under the provisions of this Act, whenever such planting shall 3 be necessary for the protection of the soil or the water supply. 4 Sec. 7. That the Secretary of Agriculture is hereby 5 empowered and directed to make such rules and regulations 6 and establish such service as he may deem necessary for the 7 care, protection, control, and use of such forest reserve, and 8 violations of such rules and regulations shall be punished as 9 provided by law for other forest reserves; and he may sell 10 such wood, timber, and other products as may be removed 11 without injury to the forest: Provided, That no wood, 12 timber, or other products shall be sold otherwise than under 13 such rules and regulations as to classification of timber, 14 appraisement, advertisement, and general terms and condi- 15 tions as shall be prescribed by the Secretary of Agriculture 16 and be approved by the President, but no sale of such prod- 17 ucts shall be made at less than the appraised value thereof: 18 And provided further, That the proceeds of such sale shall 19 be covered into the Treasury of the United States. 20 Sec. 8. That the Secretary of Agriculture is hereby 21 authorized and empowered to make contracts for the pur- 22 chase of lands and accept conveyance thereof in accord- 23 ance with the provisions of this Act to the amount of not 24 to exceed ten million dollars, and the sum of two million 25 dollars thereof, to be available immediately and until the ex-

This U.S. Senate bill proposes to create an Appalachian Forest Reserve in June 1902. While the Appalachian National Park Association initially argued for a national park, it used the terms “national park” and “forest reserve” somewhat interchangeably. The association raised public support for a national park, but disbanded before the formation of the Great Smoky Mountains National Park.
