  • This pamphlet entitled 'Road Laws of Swain County, 1923' (Observer Printing House, Charlotte, N.C.) contains, beginning on page 20, the text of a bill authorized by the North Carolina General Assembly entitled 'H.B. 438. S.B. 447 An Act to Repeal Chapter 234 Public Local Laws One Thousand Nine Hundred and Eleven and Chapter 50 Public Local Laws One Thousand Nine Hundred and Nineteen, and to Place Public Roads of Forneys Creek Township in Swain County Under the Control of the Board of County Commissioners of Swain County.'� The bill authorized the repeal of previous provisions concerning the construction and maintenance of roads in the Forneys Creek area of Swain County, N.C., and to place the community under the governance of a county-wide authority. This empowered a county board of commissioners with 'the entire management, control and supervision of the laying out of roads, the working of roads, the upkeep of roads and the building of bridges and the repair of bridges.' Only two pages and the cover of this item are scanned.
