  • Qualifications for Teachers in Jackson County Public Schools The Board of Education of Jackson County passes or sets up Rules and Regulations to improve the Instructional Program in the Schools. The following excerpts are taken from minutes of formal Board meetings. August 9, 1948 A motion by Mr. Fowler and seconded by Mr. Brown that no teacher be employed to teach in the public schools of Jackson County, who is not already in service, who holds a certificate lower in rating than a North Carolina A Teacher's Certificate. The motion carried unanimously. January 2, 1950 A motion was made by Mr. Crawford and seconded by Mr. Fowler that all teachers in the county should be retired from teaching service upon reaching 65 years of age. The motion carried. April 23, 1951 We, the Board of Education of Jackson County, believe that the certification and qualification standard for teachers should be in keeping with the other progressive steps in our State and County Educational Program. Therefore, we set up the following certificate requirements for Jackson County public school teachers to become effective July 1, 1951: 1. No teacher who is not now employed in the Jackson County Public Schools, holding a certificate lower than a Primary A or a Grammar Grade A will be approved to teach in the Jackson County Public Schools. 2. No teacher now employed in the Jackson County Public Schools who holds a certificate lower than a Primary A or a Grammar Grade A will be approved to teach in the Jackson County Public Schools unless he earns, between September 1, 1950, and September 1, 1951, a minimum of six semester hours or nine quarter hours credit toward raising certificate. 3. No teacher holding an expired certificate will be approved to teach in the Jackson County Public Schools. 4. After July 1, 1952, no teacher holding a certificate lower than a Primary A or a Grammar Grade A will be approved to teach in the Jackson County Public Schools. A motion was made by Mr. Fowler and seconded by Mr. Higdon that the above rules and regulations be adopted. The motion carried unanimously. May 7, 1952 The Instructional Program of the Jackson County Schools was discussed from many points of view. It was the opinion of each member of the Board of Education that each and every teacher should endeavor to become a better teacher. Furthermore, it was the opinion of the Board that in order for a teacher to become a better teacher she must be a growing teacher; and to be a growing teacher she must keep up with the very latest methods or techniques in teaching. Thus, the following resolution was offered by Mr. Deitz and seconded by Mr. Varner: 1. That in order to provide for the school children of the Jackson County Public Schools the very best teachers possible and the very latest methods or techniques in teaching, every teacher shall be required to earn, at least once in each five year period, a minimum of nine quarter hours college work by summer school, extension, or correspondence. 2. That this regulation shall become effective beginning with the school term of 1953-1954. (Therefore, no teacher will be approved to teach in the Jackson County Public Schools after the close of the school year of 1952-1953 who has not earned the required nine quarter hours' college work since June 1, 1948). 3. That said regulations shall continue in effect until duly changed by a formal procedure of the Jackson County Board of Education. 4. That a copy of this resolution shall be attached to each Teacher-Election Notice for the school term of 1952-1953. The resolution was duly adopted by a unanimous vote this May 7, 1952.
