Wiley, Superintendent of Common Schools for the State Dear Sir, As the Chairman of the Board of Superintendents of Common Schools for the County of Jackson, it devolves on me to report to you the State of Common Schools in my county. Owing to the peculiar state of affairs in this county I cannot make an intelligible report without first glancing at the history of common schools in it since its organization, especially as I see from your report that my predecessor failed to report to you last year. Jackson County was established by Act of Assembly in 1852 and 53, and at the time of its organization in March 1853 the County Court appointed a Board of Superintendents of Common Schools of whom Joseph Keener, Esq., was elected Chairman, which office he held up to the time of my election last Spring. At the time of my election I found the business of the schools in the utmost confusion. There had been no notices issued for the election of district committees for this year and consequently no elections. The boundaries of districts were not known by the people. Our Board of Superintendents has met three times this summer and fall . . . Amongst other things we redistricted the county, making in it forty-six districts, appointed committees in each district, appointed with the Chairman Dr. Wm. L. Love and Mr. Abrum M. Enloe as examining committee and appropriated fifteen dollars of the school funds to pay them. The examining committee has met three times, and twenty teachers have been licensed, the majority of whom are now teaching. Committees from thirty-four districts have reported to me, and the districts reported contain in the aggregate 1,456 children, being an average of 42 14/17 to the district . The largest district contains 77 children, the smallest 22, supposing the twelve districts not reported to contain the average, the children of the county will amount to 1,969. As many of the committees did not keep the names of males and females separate and wrote only the initial letters of the Christian names, I cannot tell the proportion of males and females. The money coming from the State to the common schools will not be due for one week yet, though I have received from Col. Joseph Cathey, C. B. S. C. S. for Haywood County two hundred and forty-eight dollars and sixty cents which he said was the spring dividend from his county to mine for this year. As this is all the money I have in my hands and as I live fourteen miles from the courthouse I thought it would be unnecessary to settle with the finance committee till I procured the balance of the funds due for this year. By waiting for that it will throw my settlement later in the year than the time specified by law, but I hope the circumstances of the case will excuse me from blame on that point. I am very desirous to promote the cause of education in this, my native section of the state and shall spare no pains and shrink from no duty that will advance the cause of common schools in mv county. . . .
